Secretary of State Marco Rubio said both Israelis and Lebanese civilians deserve security, while Lebanese officials called the agreement an important step toward restoring sovereignty and stability in the region. The framework is performance-based, with the U.S. also pledging $100 million in humanitarian aid and support for implementation efforts.
